The course introduces the study of the organisation and functioning of the public administration and mainly covers the following topics: the national and European system of legal sources; the government and organisation of the State's administrative bodies; independent administrative authorities and their role in the regulation of national public services; the principles governing administrative activity; administrative acts and measures; the administrative procedure; forms of legal protection against unlawful administrative action.

Course Topics
The national, European and international system of regulatory sources; the government and organisation of state administrative apparatuses; independent administrative authorities and their role in the regulation of national public services; principles of administrative activity; administrative acts and measures; forms of protection against illegitimate administrative activity; the administrative organisation of the Autonomous Province of Bolzano/Bozen.

Teaching format
The course is based on lectures, discussion and in-depth study groups in class of the concepts analysed.

Educational objectives
Knowledge and understanding Area: Legal knowledge of the public and private legal system, also with reference to economic and business studies knowledge and ability to interpret the sources of law, with regard to the different sectors of the legal system: public, private, commercial and tax, in the European, national, regional and international contexts knowledge of the Italian Constitution with reference to the form of government, including the regions and other territorial authorities, and the rights of citizens and businesses understanding of the legal framework regulating relations between private individuals and between private individuals and public bodies knowledge of the law of persons, property, transfer of rights over property and the law of obligations, contract and liability knowledge of company law also open to international orientations knowledge of the concept of tax subjects and of assessment, collection and refund procedures as well as taxpayer protection knowledge and understanding of company and corporate taxation knowledge of the mechanisms underlying effective communication of legal topics in three languages: Italian, German and English Ability to apply knowledge and understanding Area: Legal being able to find and use national, European and international legal sources to be able to provide support to companies and corporate bodies through knowledge of the relevant legal field to be able to critically analyse and evaluate corporate processes and dynamics being able to analyse cases arising from professional experience and apply the appropriate rules of the relevant legal field be able to communicate the results of legal analyses prepared in accordance with international professional standards in three languages: Italian, German and English Autonomy of judgement find the necessary information in databases, legal sources and scientific literature Learning ability find information from databases, scientific literature, laws and regulations as required in professional life

Assessment
(i) A final written examination on the entire programme Or (ii) For attending students: 1. written mid-term on lessons 1-6 which will weigh 33% on the final grade; 2. written final examination on the remaining lessons 7-18 which will weigh 67%; 3. Active participation in study groups or the writing of a short paper will count towards the final grade up to a maximum of 2 points. N.B.: Active participation in study groups and the writing of a short paper are valid for 1 academic year and cannot be counted in any way beyond this time frame.

Evaluation criteria
(i) Final written examination consisting of 10 multiple-choice questions and 3 open-ended questions (to be chosen out of 4). (ii) Alternatively for attending students: 1. written mid-term which will weigh 33% of the final grade (30 multiple-choice/closed-ended questions) on the first 6 lectures of the programme. 2. final written exam which will weigh 67% of the final grade (6 multiple choice questions and 2 open-ended questions to be chosen out of 3) on the remaining lessons 7-18 of the programme. 3. active participation in the exercises or writing a short paper (up to 2 points). For the assessment of the open-ended questions, the following will be relevant: clarity of the answer; language property (appropriateness in legal, grammatical and logical terms); ability to summarise, evaluate and make connections between topics.
