Course Topics
The governance of centralised, regional and federal states, with a special focus on the most innovative aspects; the historical events of Italian regionalism; statutory autonomy and fundamental organisation of ordinary and special regions; regulatory powers; administrative activity; financial autonomy and sustainability; relations and cooperation with the European Union; international relations and cooperation of the regions; citizen participation, inclusion and gender policies; the special autonomy of Trentino Alto Adige/Südtirol and the Autonomous Province of Bolzano; the protection of linguistic minorities; municipal autonomy.

Teaching format
The course is based on lectures, discussion and in-depth study groups in class of the concepts analysed.

Educational objectives
ILO (Intended Learning Outcomes) ILO1 Knowledge and understanding ILO1.1 The student acquires legal knowledge necessary for the training of senior public sector professionals, capable of understanding and managing the internal dynamics and relations of public bodies and local, national and supranational administrations. This knowledge is essential to enable students to successfully take part in public competitions. ILO2 Ability to apply knowledge and understanding ILO2.1 Ability to interpret and apply the main rules on the organisation and operation of public organisations ILO2.2 Ability to use the techniques of legal reasoning in the field of public administration and the public sector, to use the appropriate legal terminology in the three languages of instruction, and to apply the knowledge gained to concrete legal and organisational events at local, national and supranational level ILO3 Making judgements ILO3.1 ability to apply acquired knowledge to interpret economic and business phenomena in order to make managerial and operational decisions in the context of public administration ILO3.2 ability to select data and use appropriate information to describe a problem concerning the design, implementation and evaluation of public sector projects and policies, aiming at innovation and improvement of processes, products and results; ILO4 Communication skills ILO4.1 ability to communicate effectively in oral and written form the specialised content of individual disciplines, using different registers according to recipients and communicative and didactic purposes, and to evaluate the formative effects of his/her communication ILO5 Learning ability ILO5.1 ability to use information technology autonomously to carry out bibliographical research and investigations and for one's own training and further education.

Assessment
(i) A final written examination on the entire programme (100%), consisting of 12 multiple-choice questions and 3 open-ended questions (to be selected from 4). (ILO 1.1, 2.1, 2.2, 3.1) Or (ii) For students attending the course: 1. a mid-term written test after one third of the classes (33%): 30 multiple-choice questions; 2. a final written examination on the remaining classes (67%): 6 multiple-choice questions and 2 open-ended questions (to be selected from 3). (ILO 1.1, 2.1, 2.2, 3.1); 3. class participation or the submission of a short paper is assessed for the purposes of the final grade up to a maximum of 2 points. (ILO 3.2, 4, 5). NOTE: In-class activities are valid for 1 academic year and cannot be taken into account in subsequent academic years.

Evaluation criteria
(i) Final written examination (100%): 12 multiple-choice questions assessed as follows: 12 correct: +2.5 points 11 correct: +2 points 10 correct: +1.5 points 9 correct: +1 point 8 correct: +1 point 7 correct: +0.5 point 6 correct: +0.5 point 5 correct: 0 points 4 correct: –0.5 point 3 correct: –1 point 2 correct: –1.5 points 1 correct: –2 points 0 correct: –2.5 points The 3 open-ended questions are assessed on a 30-point scale, taking into account: clarity of the answer; accuracy of language (appropriateness from a legal, grammatical, and logical standpoint); ability to summarise, evaluate, and establish connections among the topics. (ii) Alternatively, for attending students: 1. Mid-term written test (33%): 30 multiple-choice questions, each worth 1 point; 2. Final written examination (67%): 6 multiple-choice questions assessed as follows: 6 correct: +1.5 points 5 correct: +1 point 4 correct: +0.5 point 3 correct: 0 points 2 correct: –0.5 point 1 correct: –1 point 0 correct: –1.5 points The 2 open-ended questions are assessed on a 30-point scale, taking into account: clarity of the answer; accuracy of language (appropriateness from a legal, grammatical, and logical standpoint); ability to summarise, evaluate, and establish connections among the topics. 3. Class participation or submission of a short paper (up to 2 points). In relation to in-class activity, the ability to collaborate, critical originality and the ability to rework will be assessed.
