The course focuses on the study of the principle of territorial autonomy and its implementation within the Italian system. In particular, the following topics will be addressed: the governance of centralized, regional, and federal States; the main features of Italian regionalism, both ordinary and special; the special autonomy of Trentino-Alto Adige/Südtirol and of the Autonomous Province of Bolzano; the protection of linguistic minorities; and municipal autonomy.

Themen der Lehrveranstaltung
Governance in centralised, regional and federal states, with a special focus on innovative developments; the history and evolution of Italian regionalism; constitutional autonomy and organisation of the Italian regions; legislative powers; the administrative activity; financial autonomy and sustainability; their relations and cooperation with the European Union; international relations and cooperation; citizen participation, inclusion and gender policies; special autonomy of Trentino South Tyrol; rights and protection of linguistic minorities; municipalities.

Bildungsziele
Knowledge and understanding The student will acquire legal knowledge necessary for the training of senior public sector professionals, capable of understanding and managing the dynamics and relationships within public bodies and local, national and supranational administrations. This knowledge is essential to enable students to successfully take part in public competitions. The student will acquire knowledge of organisational models, the business factors involved in the organisation of public enterprises, operating in different sectors (international organisations, central administrations, local authorities, healthcare, public enterprises) and the consequences for the community. You will also acquire knowledge necessary for developing, managing and evaluating the impact of public projects, and knowledge useful for analysing organisational innovation processes and interpreting current tools and trends relating to personnel management in public companies. Ability to apply knowledge and understanding The student will acquire the ability to: - interpret and apply the main rules on the organisation and operation of public bodies; - use the techniques of legal reasoning in the field of public administration and the public sector, to use the appropriate legal terminology in the three teaching languages, and to apply the knowledge gained to concrete legal and organisational events at local, national and supranational level. Autonomy of judgement The student will acquire the ability to: - apply the knowledge acquired to interpret economic and business phenomena in order to make managerial and operational decisions in the context of public administration; - select data and use appropriate information to describe a problem concerning the design, implementation and evaluation of public sector projects and policies, aiming at innovation and improvement of processes, products and results. Communication skills The student will acquire the ability to ability to communicate effectively in oral and written form the specialised content of individual disciplines, using different registers according to the target audience and communicative and didactic purposes, and to evaluate the educational effects of his/her communication. Learning skills The student will acquire the ability to: - use information technology autonomously to carry out bibliographical research and investigations and for one's own training and continuing education; - identify thematic links and establish relationships between different cases and contexts of analysis; - frame a new problem systematically and generate appropriate taxonomies; - develop general models from the phenomena studied.

Art der Prüfung
(i) Final Written Examination covering the contents of the entire course. OR (ii) Attending students (optional): 1. Mid-Term Written Examination: Conducted after completing one-third of the course, this exam contributes 33% to the final grade. 2. Final Written Examination: This exam covers the course content from lectures 7 through 18, making up 67% of the final grade. It includes 6 multiple choice questions and requires students to answer 2 out of a set of 3 review questions. 3. Class Participation or Brief Essay: Students have the opportunity to earn up to 2 additional points towards their final grade through active participation in class discussions or by submitting a brief essay. NOTE: Classroom contributions are valid for 1 academic year and cannot be carried over beyond that time-frame.

Bewertungskriterien
(i) The exam consists of two parts: a. Multiple Choice Questions: A total of 12 questions. b. Review Questions: Students will choose 3 out of 4 questions. OR (ii) Attending students (optional): 1. Mid-Term Written Examination: this exam contributes 33% to the final grade. It consists of 30 multiple choice questions covering the first 6 lectures. 2. Final Written Examination: This exam covers the course content from lectures 7 through 18, making up 67% of the final grade. It includes 6 multiple choice questions and requires students to answer 2 out of set of 3 review questions. 3. Class Participation or Brief Essay: Students have the opportunity to earn up to 2 additional points towards their final grade through active participation in class discussions or by submitting a brief essay. For assessment for review questions: clarity of answers, mastery of language (both legal appropriateness, grammatical and logic), ability to summarize, evaluate, and establish relationships between topics. For classroom contributions: ability to work in a team, skills in critical thinking, ability to summarize in own words.
