The course introduces the study of the organisation and functioning of the public administration and mainly covers the following topics: the national and European system of legal sources; the government and organisation of the State's administrative bodies; independent administrative authorities and their role in the regulation of national public services; the principles governing administrative activity; administrative acts and measures; the administrative procedure; forms of legal protection against unlawful administrative action.

Themen der Lehrveranstaltung
The national, European and international system of regulatory sources; the government and organisation of state administrative apparatuses; independent administrative authorities and their role in the regulation of national public services; principles of administrative activity; administrative acts and measures; forms of protection against illegitimate administrative activity; the administrative organisation of the Autonomous Province of Bolzano/Bozen.

Unterrichtsform
The course is based on lectures, discussion and in-depth study groups in class of the concepts analysed.

ILO (Intended Learning Outcomes) ILO 1 Knowledge and understanding ILO 1.1 knowledge of the public and private legal system, also with reference to economic and business studies ILO 1.2 knowledge and ability to interpret the sources of law, with regard to the various sectors of the legal system: public, private, commercial and tax, in the European, national, regional and international contexts ILO 1.3 knowledge of the Italian Constitution with reference to the form of government, including regions and other territorial entities, and the rights of citizens and businesses ILO 1.4 understanding of the legal framework regulating relations between private individuals and between private individuals and public bodies ILO 2 Ability to apply knowledge and understanding ILO 2.1 know how to find and use national, European and international legal sources ILO 3 Autonomy of judgement ILO 3.1 finding the necessary information in databases, legal sources and literature ILO 4 Learning ability ILO 4.1 finding information from databases, scientific literature, laws and regulations as required in professional life

Art der Prüfung
(i) A final written examination on the entire programme, consisting of 10 multiple-choice questions and 3 open-ended questions (to be selected from 4). ILOs: 1 and 2. Or (ii) For attending students: 1. a mid-term written examination on lectures 1–6, accounting for 33% of the final grade (30 multiple-choice questions); 2. a final written examination on lectures 7–18, accounting for 67% of the final grade (6 multiple-choice questions and 2 open-ended questions to be selected from 3). (ILOs: 1 and 2) 3. Active participation in study groups or the submission of a short paper may contribute up to 2 additional points to the final grade (ILOs 3 and 4). N.B.: Active participation in study groups and the writing of a short paper are valid for 1 academic year and cannot be counted in any way beyond this time frame.

Bewertungskriterien
(i) Final written examination consisting of 10 multiple-choice questions and 3 open-ended questions (to be selected from 4). The 10 multiple-choice questions are graded as follows: 10 correct: +1.5 points 8–9 correct: +1 point 6–7 correct: +0.5 point 5 correct: 0 points 3–4 correct: –0.5 point 1–2 correct: –1 point 0 correct: –1.5 points The open-ended questions are graded on a 0–30 scale, taking into account: clarity of the answer; precision and appropriateness of legal, grammatical, and logical language; ability to summarise, assess, and establish connections among topics. (ii) Alternatively, for attending students: 1. a mid-term written examination (33%): 30 multiple-choice questions, worth 1.1 points each; 2. a final written examination (67%): 6 multiple-choice questions and 2 open-ended questions to be selected from 3. The 6 multiple-choice questions are graded as follows: 6 correct: +1.5 points 5 correct: +1 point 4 correct: +0.5 point 3 correct: 0 points 2 correct: –0.5 point 1 correct: –1 point 0 correct: –1.5 points The open-ended questions are graded on a 0–30 scale, taking into account: clarity of the answer; precision and appropriateness of legal, grammatical, and logical language; ability to summarise, assess, and establish connections among topics. 3. Active participation in class exercises (tasks and questions) or submission of a short paper: up to 2 additional points.
